Kushiro power station (釧路火力発電所) is an operating power station of at least 112-megawatts (MW) in Kushiro, Hokkaido, Japan. It is also known as Kushiro Thermal Power Plant.

Background
IDI infrastructures F-Power has proposed a coal-fired power station of 112 MW for the city of Kushiro. It was announced in 2015 and planned for operation in 2019. Due to the plant's small size, it was under local EIA assessment.[1][2]
In Q4 of 2017 the Ministry of Economy, Trade and Industry granted permission for the development of the project.[3] Construction began in December 2017.[3]
In December 2018 Kushiro Power announced that the scheduled completion date of the plant had been delayed until November 2020.[4] The plant was commissioned in December 2020.[5]
The plant co-fires with woody biomass.[6]
Financing
"Kushiro Thermal Power Plant Inc., is owned/financed by a consortium consisting of Kushiro Coal Mine, F-Power, IDI Infrastructures and Taiheiyo Kohatsu Inc."[7]
Opposition
The plant is opposed by No Coal Kushiro which argues that the plant's negative impacts have been insufficiently studies because it did not undergo an Environmental Impact Assessment (EIA). These impacts include its location within 5km of a school and air pollution in the form of soot, nitrogen oxides (NOx), and sulfur oxides (SOx).
