Background
The Kyiv CHP-5 power station was commissioned in 1971. It is located near the "Vydubychi" metro station and provides heat and electricity to Darnytskyi, Solomyanskyi, Pecherskyi, Holosiivskyi and part of Shevchenkivskyi districts.[13]
Russian missile hit the substation connecting the power station to the grid in October 2022.[14] As of November 28, 2022, Kyiv city council redistributed the funding from the Social and Economic Development Program for 2021-2023 to restore the power station.[15] The power station is presumed to be mothballed. The power station was among the targets of a series of missile strikes on March 9, 2023.[16] According to Ukrenergo (a transmission system operator of Ukraine), electricity production in Kyiv fully meets the needs of the city.[17] It is unclear if the Kyiv CHP-5 contributes to the electricity generation and in the absence of further evidence, the power station remains presumed to be mothballed.
In July 2023, the USAID Administrator Samantha Power visited the plant to learn how US-funded assistance helped Ukraine survive the winter and reaffirm the U.S. Government’s strong commitment to keep Ukraine’s energy infrastructure functional despite Russia’s attacks.
In October 2023, the State Bureau of Investigation (SBI) conducted searches in the administrative buildings of the capital's CHP-5 and CHP-6 as part of an investigation into the alleged embezzlement of funds during the repair of energy equipment damaged by shelling. The focus of the investigation includes scrutinizing details about the potential diversion of allocated repair funds to the company's accounts, exhibiting signs of fictitious transactions aimed at subsequent withdrawal and misappropriation of funds.[18] According Kyivteploenergo, the searches posed a threat to the disruption of the technological process of electricity and heat generation indicating that the power station is currently operating.[19]
In December 2023, Ukrenergo reported that the electricity produced by all types of power plants in Kyiv is currently sufficient to meet the needs of consumers.[20]
In April 2024, it was reported that Kyivteploenergo was planning to install diesel generators in order to increase the reliability of electricity supply for its own needs at CHP-5.[21] Kyiv CHP-5 and CHP-6 power stations did not suffer any damages due to the Russian shelling in April 2024.[22]
