Background
Russian missile hit the substation connecting the power station to the grid in October 2022. There were no updates on reconstruction or resuming operations. As of December 2022, the power station is presumed to be mothballed.[14] There are plans in place to restore the power station in 2023.[15]
According to Ukrenergo (a transmission system operator of Ukraine), electricity production in Kyiv in May 2023 fully meets the needs of the city.[16] It is unclear if the Kyiv CHP-6 contributes to the electricity generation and in the absence of further evidence, the power station remains presumed to be mothballed.
In October 2023, the State Bureau of Investigation (SBI) conducted searches in the administrative buildings of the capital's CHP-5 and CHP-6 as part of an investigation into the alleged embezzlement of funds during the repair of energy equipment damaged by shelling. The focus of the investigation includes scrutinizing details about the potential diversion of allocated repair funds to the company's accounts, exhibiting signs of fictitious transactions aimed at subsequent withdrawal and misappropriation of funds.[17] According Kyivteploenergo, the searches posed a threat to the disruption of the technological process of electricity and heat generation indicating that the power station is currently operating.[18]
In December 2023, Ukrenergo reported that the electricity produced by all types of power plants in Kyiv is currently sufficient to meet the needs of consumers.[19]
Kyiv CHP-5 and CHP-6 power stations did not suffer any damages due to the Russian shelling in April 2024.[20]
Units 1 & 2
In February 2022, during the war in Ukraine, there were multiple missile hits close to the power plant, but the plant was not damaged and continued to operate as usual. One of the sources reported that at this time, only one unit was operating with capacity of 143 MW.[21] However, company website and most other sources are still stating the capacity per unit as 250 MW.[22][22] Therefore, we are listing just one of the units as mothballed.
Unit 3
Construction has restarted in 1998[23] but there have not been any updates on the completion of the construction since then and company website is stating that only two units are operating.[22][22] The latest mention of construction was in 2016, but referred to the construction that was ongoing in 1998[23]; therefore, the unit can be considered cancelled.
