Background

The Lake Sebu Coal Mine is a surface coal mine on Mindanao island, Philippines. Media sources from October and November 2022 referred to the start of mining activity on the southern Philippine island of Mindanano, in the remote village of Ned.[2][3]

In 2010, San Miguel Corporation purchased three companies – Daguma Agro Minerals Inc., Sultan Energy Philippines Corp., and Bonanza Energy Resources Inc. – holding mining contracts in the area.[3] However, San Miguel Corporation's 2022 annual report stated that in December 2022, San Miguel sold 100% interest in Daguma Agro-Minerals, Inc. (DAMI), Bonanza Energy Resources, Inc. (BERI) and Sultan Energy Phils Corp. (SEPC) to a third party.[4] The new owner could not be identified, as of March 2024.

A traveller's blog from July 2023 showed mining operations taking place.

Opposition

The project has been opposed by environment activists, the local Catholic Church and some tribal groups, who say it threatens the environment, food and water security and will displace Indigenous people in the area. Opponents of the project also say that San Miguel’s plans to strip mine run afoul of a provincial ban on open-pit mining. The coal mining operation will erase vast areas of agricultural lands, destroy the remaining watershed, and will cause massive and destructive flooding in Mindanao. [2][3]

A ban on open mining was lifted in December 2022, and despite being vetoed in June 2023, coal mining began in Ned that August. This nearly doubled the final mining area in Tampakan and occupied almost half of Ned village.[5]
