Background
Linfen power station is a two-unit waste-coal-fired power plant with a total capacity of 600 MW in Shanxi Province. The plant was completed in 2010-11, and is majority-owned by China Datang.[1][2][3]
Formerly known as the "floral city," Linfen has become a symbol of pollution and was named "chamption of contamination" in 2004 by China Business Herald. Following a "Take off the Black Hat" campaign to close local coal mines and stop coal burning at homes, officials claimed an improvement in the level of pollution; however, some local residents disputed claims of improvement.[4]
