Background
The Linkou Plant TP power station (not to be confused with the Linkou power station) consisted of a 15 MW unit that was commissioned in 1983 and a 36 MW unit that was commissioned in 1990. The Formosa Plastics Group owned and operated the power station via its subsidiary[2], Nan Ya Plastics Corporation.[3][4]
In Nan Ya Plastics Corporation's 2021 Sustainability Report (published June 2022), it was reported that the coal-fired boilers at Linkou utility plant had been officially decommissioned in February 2021, and had since been replaced with gas-fired units.[5] The report stated that the transformation at the Linkou plant was the first in a series of planned coal-to-gas power plant conversions, with the following planned conversions to take place between 2021 and 2030:
- 2022: "Utility plants in Shulin site and Kung San site [sic]"
- 2023: "Utility plant in Chiayi site [sic]"
- 2030: "Utility plants in Jinxing site [sic]."[5]
The 2023 Annual Report of Nan Ya Plastics Corporation also stated that the coal-fired boilers installed at its Linkou plant had been replaced by gas-fired boilers.[6] The report further noted that in June 2022, the owners had received a penalty from the Environmental Protection Bureau (New Taipei City) in relation to the dismantling of "coal-fired cogeneration unit of Linkou Plant II."[6]
