Liuzhi Inferior Coal power station (盘江投资六枝工矿煤矸石电厂) is a shelved power station in Liuzhi SEZ - Liupanshui City, Liuzhi District, Liupanshui, Guizhou, China. It is also known as 黑塘煤矸石电厂.

Background

Guizhou Panjiang Investment Holding are planning two coal-fired units at Liuzhi Special District, with a total planned capacity of 600 MW, known as Liuzhi Inferior Coal Phase II.[1][2]

2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appear to be on hold or cancelled. 2021: Project revived

In the Guizhou province major construction plan of 2021, plans for a low heat value power plant was listed for Liuzhi County, presumably the Liuzhi Inferior Coal power station.

In 2023, with no apparent news in two years, the Phase II proposal was presumed to be shelved.
