Background
The project was included in the 2013-2022 Electricity Supply Effort Plan of PT PLN Persero and in the 2015-2024 supply plan.[2][3] The project appears in the 2017-2026 RUPTL with a completion date of 2019.[4] The project is scheduled for 2021/2022 in the 2019-2028 long-range plan.[5] In February 2018 the Polish contractor Rafako was appointed to construct the plant's two units. Construction time is estimated to be 36 months for unit 1 and 39 months for unit 2.[6] In December 2019 construction of the plant was reported to be 13% complete.[7] In June 2020 construction of the plant was reported to be 39% complete.[8] In August 2021 PT PLN gave a target commissioning date of August 2022 for both units, and put the project's total cost at Rp 3.04 trillion.[9] In May 2022, construction was reportedly 78.3% complete.[10]
As of April 2022, the plant was targeted to operate by October 2022 to supply the electricity for international events in Mandalika. Sambelia PLTU had completed the "backfeeding process" or "distribution of 150 Kv high voltage electricity."[11] By the end of 2022, the power plant was presumed fully built but its operation status was still uncertain.
In March 2024, Unit 1 of Lombok FTP2 power station was reportedly expected to begin operating in 2024.[12]
In August 2024, a firing test was conducted. The project was expected to be 95% complete by the end of the year.[13]
In October 2024, Unit 1 passed the testing stage. Synchronization and operation of Unit 1 were reportedly imminent.[14]
Financing
- Source of financing: Poland: US$95,044,902 in debt from BGK (with insurance from KUKE); US$223,826,050 in equity from Rafako[15]
In February 2018, the Polish state-owned Bank Gospodarstwa Krajowego agreed a EUR 80.8 million loan with PT PLN Persero to finance the power plant, with insurance provided by KUKE, Poland's export credit agency. Rafako was assigned to be the development contractor and agreed to invest approximately 850 million zloty in the project.[15]
