Background
In January 2019 Sinopec Gas, Hengtong Logistics, Longkou Port and Longkou Municipal People's Government signed a framework cooperation agreement to build a terminal with 6 mtpa capacity by 2022.[6]
As of October 2019, the project is officially permitted.[7]
With the establishment of PipeChina, some of the pipeline and LNG terminal assets from Sinopec, CNOOC, PetroChina and other state owned enterprises were transferred to PipeChina, including this project.[8]
The construction of Longkou LNG terminal began in May 2020. It was the first LNG terminal project of PipeChina entering construction.[9]
As of June 2022, the terminal was reportedly still be under construction.[5]
Longkou LNG Terminal was designed as three phases with total capacity of 20 mtpa. The total investment was estimated 35 billion yuan (US$5 billion). There will be 20 storage tanks with 220,000 cubic meters each once all three phases are completed.[10] Phase 1 contains 6 storage tanks with 6 mpta of capcity and is still under construction by the end of 2022.[11]
In July 2023, Phase 1 still appeared to be under construction.[12] This was the case as of September 2023, as well.
Longkou LNG terminal first phase is aiming operating in 2024. [13][14]
Ownership change
In February 9, 2019, the National Petroleum and Natural Gas Pipeline Group Co., Ltd. (PipeChina) was established with a major focus on the investment and construction of the long-distance oil and gas pipeline network and storage & peaking facilities, offering fair and open oil and gas pipeline transmission services.[15] 10 existing and under-construction LNG terminals were reportedly transferred or are going to transfer their ownerships to PipeChina.[16] Longkou LNG terminal is one of them.
