Background
Lubel Coal Mine is a proposed underground coal mine in Lyubelya, Lviv Oblast, Ukraine. The mine project has been developed for many years by a privately owned Lubel Coal Company[1].
There are potentially up to 5 mine sections. Mine section 1&2 is first phase of the project.[1]
A company presentation from 2020 stated that the Mine 1&2 project was ready for commencement of construction, with 5.2 Mtpa of capacity.[1] The project has been successfully approved by passing an integrated state expertise. China Coal Mine Construction Group Corp. (ССМС) was appointed the general contractor. Hefei Design and Research Institute of Coal Industry (China) was the designing engineer.[1]
It appears that the project has not started construction in 2020 or 2021 before the war on Ukraine started in February 2022. In November 2021, Ukraine committed to phase out coal by 2035-2040.[2] It is possible that this development has affected the project's plans, among other factors. As of March 2023, the project was considered Shelved.
News report September March 2023 referred to the project being pitched to the Polish company Jastrzębska Spółka Węglowa (JSW SA), also called "the Beata project". Investment value was estimated at USD 1.5 billion, but now with capacity of 8 Mtpa. The management board of JSW blocked the proposal to sign a letter of intent to develop the project. According to the source, the project was already pitched to JSW back in 2011.[3]
