Background

The FSRU was proposed in 2022 in response to the European gas crisis and the Russian invasion of Ukraine. In May 2022, the German federal government signed contracts to rent four FSRU vessels provided by shipping companies Hoegh LNG and Dynagas, with the decision taken in August 2022 to install one of these state-backed vessels at the port of Lubmin. The terminal is sponsored by the German energy supply group RWE and Norway's Stena Power, and it will be operated by a newly established government-backed firm, Deutsche Energy Terminal GmbH (DET).[1][2] The German government anticipated commissioning of the terminal by the end of 2023.[1]

A privately financed floating LNG import terminal, the Lubmin FSRU, is also planned to be operational in the port of Lubmin in December 2022.

The 2023 GIIGNL report, released in July, stated that the project was still under development.[3]
