Lukoml GRES power station (Лукомльская ГРЭС, пиково-резервный энергоисточник (ПРЭИ)) is an operating power station of at least 2882-megawatts (MW) in Novalukomĺ, Vitebsk, Belarus with multiple units, some of which are not currently operating. It is also known as Lukomlskaya.

Background
The construction of Lukomlskaya GRES was carried out in two phases. In the period from 1964 to September 1971, four power units were commissioned, each in as part of two vessel-type boilers TGMP-114 with steam capacity for live steam of 950 t/h with parameters of 25.14 MPa, 565 °C, for reheat steam -760 t/h with parameters of 3.64 MPa, 570 °С and steam condensing turbine with reheating with a rated power of 300 MW type K-300-240-1 with the initial parameters of live steam in front of the automatic stop valves of the HPC - 23.6 MPa, 560 °C.
In the period from 1970 to August 1974, another four power units were also put into operation, each as part of a single-shell boiler TGMP-314 with a steam capacity of 950 t/h for live steam with parameters of 25.5 MPa, 565 ° C, for steam reheat - 770 t/h with parameters of 3.9 MPa, 570 °C and steam turbine condensing rated power 300 MW type K-300-240-1 with initial parameters of fresh steam before automatic stop HPC valves - 23.6 MPa, 560 °C.[32]
For a decade from 2003 to 2013 at Lukomlskaya GRES a phased modernization of the main and auxiliary power equipment was carried out, aimed at increasing its reliability, efficiency, service life, and improving operational characteristics. In 2003 and 2012, the block No. 3 was modernized, increasing capacity by 10 MW.
In 2006 and 2013, the block No. 1. was modernized increasing capacity by 15 MW. In 2008 - 2011, the blocks No. 2 and 4 were modernized, increasing capacity by 15 MW.[32]
In May 2014, a new steam-gas unit CCGT-427 was put into operation, located in a separate building. The block includes: a gas turbine power plant SGT5-PAC 4000F with generator SGen-5-1000A (manufactured by Siemens Germany / Shanghai Electric Group Co., Ltd); a waste heat boiler (HRSG) NG-54000F-R (manufactured by Hangzhou Boiler Group Co., Ltd").[32]
Lukoml GRES used to provide 30–35% of the country's electricity before the construction of the Belarusian Nuclear Power Plant (BelAES) in 2023, and now it essentially serves as insurance for the BelAES. The power station supplements capacity during periods when the nuclear power plant undergoes scheduled maintenance and other regulatory activities requiring power reduction. The rest of the time, the plant's capacity remains idle. The future of the enterprise is uncertain—its capacity is too large to simply keep it in reserve. This situation significantly diminishes the economic benefits of the BelAES construction: while the country save gas, a large portion of the Lukoml power plant's capacity, which received substantial investment for modernization between 2003 and 2014, remains underutilized.[33]
New construction
In November 2020, site preparation has begun for the construction of units 10-12.[34] The project was still mentioned in the news as ongoing in April 2021.[35] In April 2021, General Director of RUE "Belenergostroy" (the contractor completing construction of the project) visited the construction site to assess the pace of work and discuss problematic issues.[36] It is unclear if any construction work has started, besides the site preparation. In December 2021, a Russian company Energas shipped a gas receiving station to Lukoml GRES construction site, indicating that construction is likely ongoing.[37] The completion date for the units 10-12 has been postponed from 2022 to 2023 in October, 2022.[38]As of April 2023, the construction is still ongoing[39][40]. Units 5 & 8 are to be retired in 2024 and 2025.[41]
The second phase of the construction began in September 2023. [42]As of December 2023, the construction was in progress.[43] The new units will be providing capacity reserve for the country's first nuclear power plant in case of outages. In February 2024, it was reported that the construction was nearing completion.[44] The same month, Minister of Energy of Belarus announced that the construction had been completed and the plant will be commissioned in 2024. As of May 2024, there have not been any further updates.[45]
