Background

The project was previously owned by Westblock Capital before being bought by Luxxfolio in April, 2021.[1] The project was constructed at the Cudei Substation after successful negotiations between Luxxfolio, a Canadian company and the Navajo Tribal Utility Authority. Reports have indicated that the 15 MW load would otherwise not be utilized and was stranded, yet the details are unclear.[2] On its website, Luxxfolio includes a photograph of the Kayenta Solar Plant, located about 100 miles from Shiprock, yet provides no details regarding a power purchase agreement with the solar plant.[3] Navajo President Jonathan Nez attended the groundbreaking event on August 3, 2021.[4] The project was opposed by some Tribal members, who complained that foreign corporations will profit from the electricity used while many in the region lack electricity and running water in their homes.[2]
