MAEK 2 power station (2-ЖЭО «МАЭК» ЖШС, ТЭЦ-2 ТОО «МАЭК») is an operating power station of at least 460-megawatts (MW) in Aktau, Mangistau, Kazakhstan with multiple units, some of which are not currently operating. It is also known as Mangistau Atom Electric Complex (MAEC), Mangistau CHP.

Background

On August 11, 2023, two units at the MAEK 2 power station experienced an outage, which subsequently led to power outages for consumers in the Atyrau and Mangistau power distribution zones. Following this, unit 3 also went offline, and there were restrictions imposed on electricity consumption for industrial facilities. The authorities in the Mangistau Region of Kazakhstan also implemented rotational power outages for consumers in several residential areas.[22]

New combined cycle unit (CC1)

There is a proposed project for the construction of a new combined cycle gas-fired unit. The project didn't have any development since 2019, but has been mentioned again when the Prime Minister of Kazakhstan Askar Mamin was on a visit to the Mangistau region. He was informed by the company that the project is expected to be commissioned by 2030.[23]

In November 2022, the Ministry of Economy of Kazakhstan signed an investment agreement for modernization, renovation and expansion of the power station, including construction of the CCGT of 139 MW[24]. It was reported that the new unit will replace units 1-3.[25] The same month, ownership of MAEK was transferred from the federal government to the municipality of the Mangistau region by the resolution of the Government of Kazakhstan, and the name of the company-owner was changed from MAEK-Kazatoprom LLP to MAEK LLP[26]. During the government meeting in December 2022, it was mentioned that the new construction project would be implemented in 2024-2026[27]. In June 2023, CEO of MAEK LLP Zhasulan Suyunchaliyev mentioned in an interview that the construction was in progress.[28]

In December 2023, Governor of the Mangistau Region Nurlan Nogayev said during a briefing that there were ongoing discussions with the Ministry of Energy of Kazakhstan about the construction of the power station.[29] In February 2024, leadership of MAEK met with GE to discuss potential cooperation.[30] The same month, Turkish ENPRODE Engineering&Construction presented its proposal for construction of a combined cycle unit of 180 MW.[31]

The project was included into the "Electric Power Industry Development Plan until 2035", released by the Ministry of Energy of Kazakhstan in February 2024, with the capacity of 139 MW and the start year in 2027.[32]

In July 2024, MAEK LLP and China's Huadian Kazakhstan Energy established a joint venture - Aktau Energy Company LLP - to construct a 160-MW combined cycle gas turbine (CCGT) plant with potential renewable energy integration. Ownership is split 30% for MAEK and 70% for Huadian, with joint project management. Upon completion of the investment agreement, full ownership of the plant will transfer to MAEK LLP. The plant is expected to be operational in December 2026. The cost of the project is USD 90 billion.[33][34][35] In October 2024, MAEK LLP submitted a request for a bank guarantee from the Development Bank of Kazakhstan to support the construction of the new plant.[25] As of November 2024, the request is under consideration.[36]

Replacement of Unit 7

In September 2023, it was reported that reconstruction of Unit 7 with the replacement for a condensation turbine was in progress. Competitive procedures were underway for the development of project and cost estimation documentation.[37] In August 2024, it was reported that project development work was still underway.[38]
