MAEK 3 power station (ТЭС-3 МАЭК) is an operating power station of at least 625-megawatts (MW) in Aktau, Mangistau, Kazakhstan with multiple units, some of which are not currently operating. It is also known as Mangistau Atom Electric Complex (MAEC), TPP MAEK, Mangistau CHP.

Background
The MAEK 3 power station power is part of the Mangistau Nuclear Power Plant (MAEK) and consists of three units with a total installed capacity of 625 MW. The current operating capacity of the power station is 450 MW.[17] The plant supplies electricity to the Mangistau Region and neighboring areas. Transmission lines L-220-2075 and L-220-2085, which are integrated into the unified energy system of Russia, transport electricity to neighboring regions. This allows for the mutual backup of energy supply. The power plant was commissioned between 1983 and 1990.[18]
On July 3, 2023 Unit 1 was accidentally shut down overloading the generation system across the area and causing a blackout in the Mangistau and Atyrau regions. The power outage caused a shutdown of technical and auxiliary facilities of the Atyrau Oil Refinery. The Atyrau power grid was then synchronized with the country’s western power grid.[19] According to Kazakh state-owned media the emergency was caused by a “sharp increase in boiler feed water.”[20]
Due to significant equipment wear, a major overhaul with partial modernization of Unit 3 is planned for 2024. A major overhaul with full modernization of Unit 2 is also scheduled for 2025, followed by Unit 1 in 2026. There are plans to build Unit 4 on the site of an unfinished project, with all the necessary engineering infrastructure in place. The expected completion date is the fourth quarter of 2027. As a result of the modernization of existing units and the construction of a new one, total generation capacity of the power station will increase by 420 MW.[17]
In December 2023, Governor of the Mangistau Region Nurlan Nogayev said during a briefing that the construction of the new unit of 230 MW was still under consideration.[21] The project was included into the "Electric Power Industry Development Plan until 2035", released by the Ministry of Energy of Kazakhstan in February 2024, with the start year in 2027 and maximum capacity of 250 MW. According to the document, the project will be implemented through auction bidding.[22] The project was not listed in the "National Infrastructure Plan of the Republic of Kazakhstan until 2029" released by the Ministry of Energy of Kazakhstan in July 2024.[23]
