Background

The Manoharpur Coal Mine is a proposed 16 million-tonnes-per-annum opencast mine operated by Odisha Power and Limited, a wholly-owned subsidiary of Odisha Power Generation Corporation Limited, in Sundargarh District, Odisha State, India.[5][6] Odisha Coal and Power Limited (OCPL) is seeking environmental clearance for both the Manoharpur coal mine and the Dipside Manoharpur Coal Mine Project, an expansion of Manoharpur coal mine. The mining plan for the main mine includes a capacity of 8 million tonnes per annum (Mtpa) over a project area of 977.875 hectares, while the expansion will boost production capacity from 8 Mtpa to 16 Mtpa, and will increase the project area to 1848.379 hectares.[5]

The mine will stretch across the villages of Manoharpur, Paramanandpur, Kathafali, Ghumudasan, Dulanga, Durubaga, Katarbaga, Laikera and Sarbahal Tehsil Hemgir in Sundargarh District of India's Odisha State. It's main service is to supply coal to OPGC for 4X660 MW power generation.[5]

According to OCPL's 2018-2019 Annual Report, The land acquision for Manoharpur coal mine project is largely complete. All the permits/ clearances including Stage – I & II Forest Clearances, Environment Clearance and approval of Mining Plan & Mine Closure Plan including Mine Opening Permission etc. are in place. However, the expansion project has been delayed due to "late receipt of corrigendum to the allotment, including the coordinates of Manoharpur & Dip-side Manoharpur from the Ministry of Coal.[7]
