Background

At least one 30 MW unit at the site appeared underway around 2020 (and may have been related to permitting document "焦发改能源〔2020〕100 号"), with construction starting soon after based on satellite imagery. In April 2022, Mengzhou Rongxing Energy Technology Company published the details of an Environmental Impact Assessment (EIA) for a new 30 MW cogeneration power project in Mengzhou City, Henan Province, China.[1] In the EIA report, it was mentioned that the bulk of construction of Phase I of the project was already complete, which designated the project to a category of power projects that had begun "pre-construction without approval."[2] The report stated that the project was to use circulating fluidized bed combustion technology.[2]

In August 2022 it was reported that Phase I of the proposed power project had passed the Energy-saving Assessment by the Provincial Development and Reform Commission.[3]

In the summarized April 2022 Environmental Impact Report for the Mengzhou power plant, Mengzhou Rongxing Energy Technology Company mentioned an additional planned capacity of two circulating fluidized bed units of 30 MW each.[2]
