Background

The Mezhegeyugol coal mine (шахта Межегейуголь) is an underground mine in Tyva Republic, Russia. The mine is owned by UK Mezhegeyugol LLC, which in turn is owned by Raspadskaya PJSC[12], a subsidiary of Evraz.[13] Evraz announced in December 2021 that it was planning to spin off Raspadskaya, but these plans were cancelled in March 2022 due to the sanctions against Russia.[14]

The designed capacity of the mine is 1.2 mtpa, according to the company's website.[15]

Production at the mine was suspended in February 2020 due to adverse market conditions.[16] Operations resumed in 2022.[16] Production reached 0.56 million tonnes in 2022.[12] As of mid-2022, the mine planned to increase production to previous levels of about 1.2 million tonnes in the next 3 years.[17]

In 2023, quotas were in place to export coal from the Tyva region due to logistical restrictions- this was 0.4 Mt in 2023 and increased to 0.65 Mt in 2024.[18] Nevertheless coal mining in the Tyva republic reached a record level of 1.5 million tonnes, mainly contributed by the Mezhegeyugol.[10] It was estimated that the mine extracted 1 million tonnes in 2023.

In October 2024 it was reported that the mine could suspend production due to unfavourable market environment and decreasing revenue levels.[19] Another source referred to the project by Raspadskaya to mothball the mine.[20]

Expansion

Russia's 'Programme for Coal Industry Development up to 2035', released in June 2020, stated an expansion project for the mine, first to 1.8 Mtpa and then to 6 Mtpa by 2030.[21] However as of 2022 and June 2023 the project appeared to be shelved. Given the logistical constraints and 2024 plans to mothball the mine, the expansion project appeared to be cancelled, as of March 2025.
