Background
Mine 3 Coal Project (also known as COC 41) is an under-construction, underground coal mine in Little Baguio, Imelda, Zamboanga Sibugay, Philippines.[1] Mine 3 project is included in the Coal Operating Contract 41 (COC 41). The Department of Energy of the Philippines (DOE) has granted an 18-year extension of COC 41 on 22 June 2012 valid until 13 August 2030.[2]
According to PNOC's 2021 annual report, all of Mine 3's surface buildings and facilities have been constructed.[1] Coal production was scheduled to start in 2022, but this appeared o be delayed.
In 2022, PNOC EC continued to conduct mine development activities in Mine 3, including constructing underground access to targeted coal deposits. Towards the latter part of 2022, PNOC-EC completed a 2D Land Seismic Reflection Survey on Mine 3 area of COC 41.[2]
A media source from May 2023 stated that PNOC-EC expected to start production at Mine 3 in the second half of 2023.[3] As of February 2024, PNOC-EC was looking for contractors to supply timber for the project.[4] It therefore appeared that the mine was not yet operating.
As per PNOC's 2023 annual report, construction was on-going during 2023 and PNOC was able to mine an incidental production of 748,790 metric tons of coal. The incidental production was said to be a promising indication of the quality and volume of coal to be produced by Mine 3. The coal was hauled to the Malangas Coal Terminal for delivery to PNOC EC's coal clients.[5]
The proposed capacity of Mine 3 remained unknown, as of October 2024.
