Background

In November 2012, it was reported that a court case has been initiated related to the theft of a government (ВЭБ) loan for the construction of the Molzhaninovka gas turbine power plant in the amount of 4.5 billion rubles. The police also found that the construction of the power plant was planned to be completed in December 2012; however, by 2012, only about 9% of the work has been confirmed by executive documentation.[10][11]

In August 2017, there were reports that the government has approved the revised project proposal for the construction of the plant.[12] The original proposal was for a combined cycle plant[13][14], but the most recent one was changed to a gas turbine unit. The proposed capacity was reported to be between 250 and 400 MW.[12] There have not been any developments related to this project since 2017.

A document, issued by the Government of Moscow in February of 2023, on gas supply of the City of Moscow until 2035, mentions that commissioning of the new power station had been delayed.[7] According to the latest image of the plant published in October 2023, construction had either been finished or was in its final stages.[15]
