Background

In May 2017, Mozambique’s National Hydrocarbon Company (ENH) set up two subsidiaries to represent ENH in the natural gas projects in the Rovuma Basin, off the coast of the northern province of Cabo Delgado.[7]

In November 2019, the project was approved.[8]

In October 2020, Total E&P Mozambique Area 1 Ltda. contractor CCS JV selected Siemens Energy to supply six SGT-800 industrial gas turbines for low-emissions onsite power generation for its Mozambique LNG project in Cabo Delgado.[9]

In June 2022, Offshore Energy reported TotalEnergies to resume the Mozambique LNG project. French energy giant TotalEnergies wants to restart the $20 billion Mozambique LNG project this year after it has been put on hold due to an insurgent attack. The attacks pushed back the start to at least 2025. Also, the full production of 13.1 Million Tonnes Per Annum (MTPA) is to take off in 2026.[10]

Resettlement Plan

The government of Mozambique authorized Anadarko Mozambique Área 1 (AMA1) to build and operate an LNG Plant in the area of the DUAT (Land Use Right Area) granted to this company. The implementation of the project involves the physical and economic displacement of people and so it was necessary to prepare a Resettlement Action Plan.[11] Impacto is providing environmental and social services, planning and conducting a census of the affected population, and making an inventory of their property. In addition, it is to carry out a socio-economic survey to collect data for future follow-up and monitoring after the resettlement.[11]

For the survey, Impacto has a small team in the field and is also responsible for the following activities about the project:[11]

  • Analyzing the data collected and participating in the drafting of the Resettlement Action Plan to be submitted for approval to the environment ministry (MITADER) and the district government;
  • Conducting focus group meetings and making recommendations on measures for the restoration of livelihoods of the affected communities;
  • Holding planning meetings with the resettlement committees of the villages in the project area and public meetings with the affected communities in order to ensure that people understand the methods to be used and the purpose of the surveys to be carried out.
