Muguajie Gangue power station (中煤平朔第一煤矸石发电厂) is an operating power station of at least 1320-megawatts (MW) in Muguajie village, Pinglu, Shuozhou, Shanxi, China. It is also known as 中煤平朔木瓜界低热值煤热电厂.

Background on Project
ChinaCoal and partners are currently planning to build a waste coal-fired power plant with a total planned capacity of 1,320 MW in Shanxi Province.[1][2][3][4] The power station is under construction.[5]
The EIA application for the plant was rejected by the EPA in May 2015 for failing to meet required pollution regulations.[6] Despite the rejection, project sponsors began construction on the plant in July 2015, without the required permits.[7]
2017: Plant suspended by National Government Restrictions
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including Muguajie Gangue power station. It is unclear when or if the projects will be revived.[8]
In July 2017, the NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) were ordered to slow down construction progress from 2017 to 2020. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[9]
Muguajie Gangue power station Units 1-2 are among the postponed coal-burning units,[9] and also appeared on an updated list of postponements released in September 2017.[10] For more information, see China's Restrictions on Development of Coal-Fired Power Capacity.
Construction resumed
Construction resumed on unit 1 following the suspension, but in May 2018 unit 1 was ordered to obtain a permit to continue construction.[11]
There is no record that unit 1 obtained the needed permits. Regardless, Unit 1 was commissioned in September 2020,[12] and Unit 2 was commissioned in October 2020.[13]
