Muzaffarpur power station is an operating power station of at least 390-megawatts (MW) in Kanti, Muzaffarpur, Bihar, India with multiple units, some of which are not currently operating. It is also known as Kanti Muzaffarpur power station, Kanti power station.

Background
The power station was originally owned and operated by Kanti Bijlee Utpadan Nigam, which was initially a joint venture of Bihar State Electricity Board (BSEB) and the National Thermal Power Corporation. In July 2018, NTPC Limited acquired the total shares held by Bihar State Power Generation Company Limited turning it into a wholly owned subsidiary.[3]
First started in 1985, Kanti Power Plant had an installed capacity of 2 x 110 MW. The plant came into existence in 1985 with the efforts of then MP of Muzaffarpur, George Fernandes.[4][5][6]
The plant stopped functioning around 2003.[7] Units 1 and 2 were planned for modernization to extend the plant's life.[8][9]
In March 2013, the renovation work of unit 1 was completed. It re-started commercial production on November 1, 2013 by supplying 94 MW, its first generation in 11 years.[10][11]
Unit 2 re-entered operation in May 2017.[12]
Retirement plans
In late 2021, NTPC announced that its board approved a proposal to discontinue operation of the two 110 MW units at the plant effective September 8, 2021 following a power purchase agreement (PPA) expiration.[13] Earlier, officials stated the units were too old, and currently, their electricity production cost was comparatively high.[14] The Central Electricity Authority's January 2022 installed capacity report confirmed the unit 1 and 2 retirements.[15]

Expansion
A 390 megawatt (MW) coal-fired expansion was proposed. The project comprised of two 195 MW units. It was proposed that the new units at the existing power station be commissioned by 2014.[16] As of August 2014, the scheduling for Units 3 and 4 was extended to 2015 and 2016 respectively.[17]
Unit 3 was commissioned in May 2015.[18] Unit 4 was synchronized in March 2016,[19] and was commissioned in January 2017.[20]
Financing for Units 3 and 4
Units 3 and 4 were financed by a US$409,818,312 loan from a consortium of banks led by the State Bank of India that included Canara Bank, India Infrastructure Finance Company Ltd. and United Bank of India.[1][2]
Ownership
The power station was owned and operated by Kanti Bijlee Utpadan Nigam, a joint venture of Bihar State Electricity Board (BSEB) and the National Thermal Power Corporation. Present equity holding is 64.57% by NTPC & 35.43% by BSEB.[21]
In May 2018, a Memorandum of Understanding (MoU) was signed between the Government of Bihar and NTPC for NTPC to assume full ownership of the Muzaffarpur power station, the Nabinagar Super Thermal Power Project, and the Barauni Thermal Power Station. Muzaffarpur was considered a "stressed, non-performing asset." The MoU was to improve the performance of Bihar's power sector.[22]
