Background

In October 2023, it was reported that Tatenergo was considering to transfer construction of 850-MW combined cycle unit (CC1) from the Zainsk GRES power station to the Naberezhnye Chelny power station, however, the parties have not reached an agreement on the cost of the project yet.[11]

In April 2024, CEO of Tatenergo Rauzil Khaziyev, mentioned the modernization project once again. According to him, the company plans to construct a combined cycle unit of 236 MW within three years. Construction may begin in 2024, and all the necessary equipment for the modernization project is already available. The construction of the unit is crucial for Naberezhnye Chelny as the power station is the city's sole source of energy supply. The project is still being considered as an alternative to the modernization of the Zainsk GRES power station.[12] It might include installation of a Siemens turbine, which was purchased by Tatenergo in the early 2010s.[13]

The project was also included into the "Results of Industrial, Trade, and Foreign Economic Activities" report, released by the Ministry of Industry and Trade of the Republic of Tatarstan in February 2024.[14]
