Background

Naini Coal Mine is a proposed 10 million-tonnes-per-annum opencast mine operated by Singareni Collieries, a subsidiary of Coal India in Angul District, Odisha State, India. The Naini coal mine project marks Singareni Collieries Company Limited's (SCCL's) first foray outside its southern operational home state of Telangana.[3] The mine will supply coal to Singareni's 2x600 megawatt power plant in Pegadapalli.[4]

The total mining area lease for the project is 912.79 hectares, including 783 hectares of forest land (643 hectares of which is reserve forest).[4]

As for project approvals, the coal block received its environmental clearance in October 2021, while the stage-I forest clearance was granted just prior to this in July 2021. As of August 2022, the stage-II forest clearance is still pending. In April, the Odisha government was asked to get the state’s forest officials to look into the impact of coal mining in Angul district on the movement of elephants rather than involve the Forest Research Institute as proposed by the state government since the latter would take considerable time.[4]

Environmental Concerns

The Angul-Dhenkanal region where the Naini mine will be located is among the most polluted regions in Odisha, due to the large number of coal mines and power plants located there. It's also a critical place for human-elephant conflict. Decades ago, Angul-Dhenkanal region was known to be a haven for elephants, as a large part of the area was forested allowing them to travel long distances. But with diversion of forest lands due to coal mining and industrial activity, these elephant corridors have been broken, triggering increased human-elephant conflict. According to wildlife experts, coal mining in the region will mean the end of the elephants.
