Background on Mine
The Nowrozabad West Underground Coal Mine has a designed capacity of 0.45 MTPA on a mining lease area of 1272.163 ha. It is in the Johila coalfield operated by South Eastern Coalfields Limited.[4] The project is part of the Nowrozabad colliery operating since 1940s owned by the Rewa Coalfields Limited which got nationalised in 1973[5] The project has been operating with the consent received from Madhya Pradesh Pollution Control Board under the Water (Prevention and Control of Pollution Act) 1974 and Water (Prevention and Control of Pollution Act) 1981 which is valid till 31 July 2020. The project needs to seek Environment Clearance from the Ministry of Environment, Forests & Climate Change to continue its operation.[6]
Nowrozabad Colliery compirsed of 4 mining leases was obtained under the MMRD Act 1957 and in 1991 was divided in Nowrozabad East (incline 1,2,3,7&8) and Nowrozabad West colliery (incline 4,5,6,9,10,11&12). As of today only Nowrozabad West incline 11 & 12 are in operation and rest all are closed. The production from Nowrozabad East stopped in 2008-09.
It was further decided by SECL to seek environment clearance for Nowrozabad East and West under one project for continued operation from East and West both sectors.[7]
