Background

The project was originally proposed in 2015 but has not moved forward until 2021. In February 2021, the proposed plant was included in the "Scheme and Program for the Development of the Unified Energy System of Russia for 2021 - 2027", approved by the Energy Ministry of Russia.[7] In March 2021, news reports stated that estimated cost of the project would be 60 bln Russian rubles (742 mln USD$) and the entire project is expected to be completed in 70 months (by January 2027).[8] In March 2021, the local Council for Land and Property Relations approved a provision of the plot of 163.300 square meters to the Verkhne-Volzhskaya Generating Company JSC for the construction of a thermal power plant.[9]

In July 2022, it was reported that the construction of the power station had been delayed. In accordance with the regional power industry development program, shareholders pledged to build the plant between 2022 and 2026. The lease agreement for the land was extended for the investor until 2030, however, much will depend on the Gazprom's plans for development of gas infrastructure.[10] The project was not mentioned in the Russian Ministry of Energy 2023-2028 energy program, released in February 2023, or in the 2024-2029 energy program, released in November 2023.[11][12] As of May 2024, the owner (Verkhne-Volzhskaya Generating JSC) still exists, but there have not been any updates about the project. The company was created with the goal of building and commissioning the new power plant.[13][14]
