Background
The petrochemical plant Nizhnekamskneftekhim (Нижнекамскнефтехим) relies on heat and electricity generated by Nizhnekamsk 1 power station that is located at the same site as the plant, as well as on its own source of electricity, provided by a gas turbine block with generating capacity of 75 MW, consisting of three turbine units 25 MW each.[17] This turbine block was commissioned in 2007.[18]
In 2017, the company has signed a contract with Siemens AG for the construction of a new combined cycle unit with capacity of 495 MW.[19] In December 2021, construction was complete; in August 2021, the two gas turbines were tested out and synchronized with the electrical grid.[20] In March 2022, work was carried out to further test and set up the equipment.[21] It was reported that as of October 2022, the unit was still in test mode and not officially commissioned.[22] In October 2022, Rostekhnadzor (Russian federal Service for Environmental, Technological and Nuclear Supervision), following an inspection, issued a conclusion on the compliance of the constructed facility with the requirements of the design documentation. This is usually one of the final stages before the official launch of the generation facility into commercial operation.[23] In 2022, Siemens stopped its operations in Russia due to the sanctions, and SIBUR had to independently carry out the commissioning of the power station.[24]
According to the Russian Ministry of Energy 2023-2028 energy plan, released in February 2023, the unit was commissioned in July 2022.[25] The launch of the combined-cycle power plant marked the largest addition of new generation capacity not only in Tatarstan but also in the entire Russia.[26]
