Novopolotsk CHP power station (Новополоцкая ТЭЦ, пиково-резервный энергоисточник (ПРЭИ)) is an operating power station of at least 370-megawatts (MW) in Navapolatsk, Vitebsk, Belarus with multiple units, some of which are not currently operating. It is also known as Navapolatsk, Novopolotskaya.

Background

According to company website, the current gross generating capacity of the station is 270 MW, indicating that one of the 50 MW units was retired at some point in the past.[25] The Ministry of Energy plan for 2021-2025 is stating a planned retirement of two units at this plant, with total capacity of 110 MW and planned replacement of these units with a modern equivalent with total capacity of 100 MW. Since it's unclear which specific units will be retired, we list one unit with capacity of 60 MW (Unit 1) and one unit with capacity of 50 MW (Unit 4) as planned retire, to be replaced by units 9 and 10.[26]

The Ministry of Energy plan also includes construction of another unit of 50 MW (Unit 11) in 2025[27]. The project was mentioned in an interview with the CEO of RUE Vitebskenergo on December 2022[28]; however, no additional information about the unit is available as of April 2023. The total installed capacity of the power station is expected to reach 310 MW by the end of 2025.

The first stage of the combined heat and power plant was put into operation in 1966, the second - in 1977. Since 1977, in order to increase the power of the station to 505 MW, the construction of the third stage began, which was completed in 1982. In December 1994, gas was received through the main gas pipeline, and a little later, on January 6, 1995, it was ignited for the first time at boiler No. 3. [29]

Construction of the two new units started in the fall of 2021.[30] By February 2021, the foundation for both units was already in place. Construction was ongoing in May 2021, when the first turbine and supporting equipment were delivered to the site.[30] Siemens supplies the gas turbines for the construction of units 9-10.[31] After the start of the war, Siemens put all new business in and international deliveries to Russia and Belarus on hold.[32] As of October 2022, the consequences for the delivery, operations, and maintenance of existing and planned Siemens gas turbines is unclear.[33]

Units with the total capacity of 110 MW (presumably, 1 and 4) are planned to be retired in 2023 and 2025, respectively.[27] Units 7 and 8 are presumed to be retired based on the total capacity of the plant.[29][27]

In June 2023, it was reported that the construction was nearing completion and the commissioning was underway.[34] The new units will be providing capacity reserve for the country's first nuclear power plant in case of outages.[35] The units were commissioned in July 2024.[36]

As of November 2024, there have not been any updates about the retirement of units 1 and 4. According to the Vitebskenergo website, the total installed capacity of the plant as of January 2024 was 373.3 MW, which means that units 1 and 4 are still operating.[37]

The construction of Unit 11 has not been mentioned in the media or government documents since December 2022. The project is considered to be shelved.
