Background

The Olzherassky coal mine (Ольжерасский разрез) is a surface mine near Mezhdurechensk, Kemerovo Oblast, Russia. The Olzherassky coal mine is owned and operated by Southern Kuzbass Coal Company, which is owned by Mechel.

The mine started operations in 1980, with a second section added in 2007.[4]

The mine holds licenses to develop two new sections Raspadsk and Berezovsk Gluboky which would add 10.9km2 of mining operations to the existing 15km2. [4] At the end of 2021 Mechel reported that commercial production at these sections was expected to start in 2024/2025.[4] The report further stated that the mine 'failed to commence production at the Raspadsk license area as required by the license due to unfavourable mine economics. To rectify this violation the company plans to change the production starting date in the license and update the project documentation'.[4] The project has been listed 'in development' for several years.

In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[5] Given this statement and the long-lasting development delays, the expansion project was considered Shelved as of September 2022.

One fatality was reported at the mine in 2021 when the truck driver slid into the dump filled with water and drowned.[6]

Southern Kuzbass Coal Mines

The Southern Kuzbass mines include four surface mines and three underground mines. All mines are located in southeast Kuzbass around the town of Mezhdurechensk. The Southern Kuzbass mines and the related washing plants produce semi-soft and semi-hard coking coal, anthracite, PCI and steam coal. The Kuzbass operations are connected by rail to the Trans-Siberian Mainline and substantially all products are shipped by rail. Products are generally shipped by rail to Russian customers, to northwestern Russian ports for European customers, to Port Posiet and Port Vanino for export to Asia and to Port Temryuk for customers in the Black Sea and Mediterranean basins.[4]

As of January 1, 2021, in-situ reserves at Southern Kuzbass's seven coal mines are estimated at about 1.8 billion tonnes. The project capacity of the company’s mines total 15 million tonnes annually, while washing capacity totals 17 million tonnes.[7]
