Pakistan Steel Mills Karachi (پاکستان سٹیل ملز), also known as Pakistan Steel Mills Corporation (Pvt.) Limited, PSM, is a steel plant in Karachi, Sindh, Pakistan that operates blast furnace (BF) and basic oxygen furnace (BOF) technology.

Background

Pakistan Steel Mills was established in April 1981, in collaboration with the then USSR.[1][2] The plant initially produced coke from the coke oven batteries. The steel mill started commercial operations on 25 December, 1984.[3] Attempts were made to privatise the plant, which was thwarted by the Supreme court of Islamabad.[4][5] The plant was running on losses accumulated since it began operations. A parliamentary committee report stated that the losses were "due to unchecked corruption, inefficiency, over-employment and government’s lukewarm attitude towards its revival".[6] the plant was idled since 2015,[7] but earned an after-tax profit of about Rs 7.45 billion in 2021-22.[6]

In 2023 the Pakistan government earmarked Pakistan Steel Mills along nine other state-owned entities whose losses are burning a hole in government finances for privatisation.[8] As of 26 October, 2023, no one was interested in buying the plant.[9]

In April 2024, Russia offered its assistance for reviving Pakistan Steel Mills. However, Pakistan has not entered into formal discussions about restoring the plant.[10] In June 2024, the Pakistan federal government initiated plans to permanently close Pakistan Steel Mills. The land will be transferred to the Sindh province for broader industrial purposes and potentially include a new steel mill.[11] As of September 2024, Pakistan and Russia has agreed to constitute a working group to set up a new steel mill in Karachi and the Pakistan government has earmarked 700 acres land of Pakistan Steel Mills for the proposed project.[12][10][13][14]
