  • Permit(s):

Background on Project

In February 2009, SDIC and Panjiang Investment Holdings co-founded SDIC Panjiang Electricity Generation Co, with 55% owned by SDIC and 45% by Panjiang Investment Holding.[3] The goal of the company was to develop waste coal power plants in Panjiang and Shuicheng, the two mining areas in Liupanshui Prefecture.[4]

In 2010, Guizhou Provincial DRC approved SDIC Power Holdings to start preliminary work on 2,400 MW of coal capacity in the Panjiang and Shuicheng mining areas, including the 4 x 300 MW Panbei power station, the 2 x 300 MW Pan'nan power station, and the 2 x 300 MW SDIC Wangjiazhai power station.[5]

In 2017, Pannan power station was still seeking permitting.[6][7][8]

In May 2019, plant sponsor SDIC said it no longer planned to invest in new thermal power.[9]

In April 2020, the project was released for bidding, this time as a 2 x 660 MW ultra-supercritical coal plant.[10] It was permitted for construction on November 12, 2020.[11]

In March 2022, construction reportedly began. The units were scheduled to be put into operation in 2024.[12]
