Background

Penglai LNG Terminal is a proposed 2.6 mtpa LNG import terminal in Shandong, China. The project is proposed by Ningxia Baota Chemical Group. Construction is planned for 2018 and operation for 2020.

In April 2021, Yantai City government released the city's 14th Five-Year Plan on Communication infrastructure development, in which the city proposed 5 LNG terminal jetty projects. Penglai LNG Terminal project was labeled as "Reserve project", which would only start preliminary work according to the demand situation during the "14th Five-Year Plan" period. The city's master 14th Five-Year Plan, however, promised to "accelerate Penglai LNG Terminal's development" (加快推进蓬莱LNG接收站、中广核海上风电及陆地集控中心等重点能源项目建设).
