Background
Planned retirements
According to the Ministry of Energy (Minenergo) energy program for 2025-2030, released in November 2024, units 1 and 5 are expected to be retired in 2028.[17]
Unit CC1
The new combined cycle unit, 105 MW, was listed in the Ministry of Energy 2022-2028 energy program, released in February 2022.[18] As of March 2022, the company was still intending to go forward with this proposal.[19] The project was mentioned again in the Ministry of Energy 2023-2028 and 2024-2029 energy programs, and is expected to be completed in 2028.[20][21] The turbine for the project (GTE-65) was to by supplied by Russia's Power Machines. However, in January 2024 it was reported that T Plus was considering to give up the project, partly because it could not obtain the final price of the turbine.[22]
In September 2024, it was reported that the GTE-65 turbine was still in the production stage, with the prototype expected to be completed in the first half of 2025. Testing is planned for Q3 2026. Originally, it was anticipated that Power Machines would complete this unit by the end of 2024, but the timeline has been adjusted to accommodate production and development requirements.[23] The project is still listed in the Scheme and Program for the Development of Electric Power System of Russia for 2025–2030, published by the Ministry of Energy in November 2024, with the commissioning deadline in 2028. As of December 2024, there have not been any further updates.[24]
