Perm GRES power station (Пермская ГРЭС) is an operating power station of at least 3393-megawatts (MW) in Dobryanka, Perm Krai, Russia with multiple units, some of which are not currently operating.

Background
Permskaya GRES is the fourth largest thermal power plant in Russia in terms of installed capacity and is the largest supplier of electricity in the Perm Territory. It accounts for 42% of the energy capacity in the Kama region. For the city of Dobryanka with a population of 33,000 people, Permskaya GRES is the only supplier of heat energy.[12]
The main and backup fuel is natural gas from the Urengoyskoye and Yamburgskoye fields.[12]
The technical design of Permskaya GRES was approved in 1978, after which, in the period from 1986 to 1991, three steam-powered power units of Permskaya GRES were put into operation. In July 2017, power unit No. 4 based on the CCGT-800 combined cycle plant was put into operation.[12]
Permskaya GRES supplies electricity to nearby groups of consumers: the industrial center of the Perm Territory (oil production and refining enterprises, petrochemical, machine-building and other energy-intensive industries) and the Verkhnekamsk industrial hub (petrochemistry, chemistry, non-ferrous and ferrous metallurgy, timber mining and timber processing, mining).[12]
At present, the electricity generated by the Permskaya GRES is supplied to the Bereznikovsko-Solikamsk industrial hub in the north direction, to the center of the Sverdlovsk region in the east direction, and to the Permsko-Zakamsky energy hub in the western direction, bordering on two industrial regions: the Udmurt Republic and the Republic of Bashkortostan .[12]
The plant was taken over by OGK-1 in 2005, which was subsumed into Inter RAO in 2012.[13]
At 330 meters, the plant's two stacks are (according to Wikipedia) apparently tied with those of several other plants as the 14th-tallest chimneys in the world.
In 2023 Unit 1 is expected to retire and be replaced with a 850 MW unit (1R).[14] The project was mentioned in the Russian Ministry of Energy 2023-2028 energy program, released in February 2023. The unit was expected to become operational in 2023. In August 2023, it was reported that commissioning and startup operations began.[15][16][17] The unit was commissioned in November 2023.[18][19]
According to the Russian Ministry of Energy 2023-2028 energy program, Unit 2 will be upgraded in 2026. As a result of the modernization, the installed capacity of the unit will increase by 30 MW and reach 850 MW.[15][16] The modernization of Unit 2 is expected to begin in 2025 and complete in 2026. The upgrade will involve replacing the turbine only, without replacing the boiler unit.[19]
Expansion
Plans exist to expand the plant by an additional three 800-MW units, for a total of 4,800 MW. In March 2013, Inter RAO began construction on the 800-MW, gas-fired Unit 4, with the E4 Group managing construction and Siemens supplying the boiler. Construction on Unit 4 is expected to be completed in December 2015.[20][21] It was commissioned in 2017.[22]
