Background
The Pervomaisky coal mine (Первомайский разрез) is a surface coal mine located in Kemerovo Oblast, Russia.
It is not to be confused with Pervomayskaya coal mine, an underground mine also in Kemerovo Oblast.
The Pervomaisky coal mine is operated by SDS UGOL[10], which is part of the holding company SDS (Siberian Business Union). It was established in 2006 as an industry holding company.[11]
The mine was put into operation in May 2012.[12] In its first year of operation, Pervomaisky mined 1.9 million tonnes of coal.
In 2019, production reached to 7 mtpa.[13] In 2020, the mine's production reduced to 5.1 million tonnes.[14] In May 2022, the mine celebrated reaching cumulative production of 50 million tonnes over 10 years since the start of operations.[15]
The mine's estimated production of 3.1 million tonnes in 2023 is based on the media report that in the 18months between June'22 and Dec'23, the mine produced 5 million tonnes.[8][9]
In August 2024, the mine was operating and reporting various achievements and the construction of the washing plant with capacity of 3 Mt.[16] However in early 2025, it was reported that Pervomaysky has suspended operations for unknown period due to difficult situation in the industry.[17][18] Coal production in Kuzbass region declined by 7% in 2024.[18]
Expansion
As of 2017, the mine targeted to produce 10 million tones per year.[19] As of September 2022 and July 2023, there was no news on the mine's expansion. In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[20]
With declining production volumes and no news on the expansion, the project was considered Cancelled, as of April 2025.
