Background
The plant is one of the six gas-to-power plants proposed in the Richard’s Bay Area.[3] Other plants include: Karpowership Richards Bay power station (450 MW), Nseleni Independent Floating power station (2800 ) NFIPP, Phinda Power Plant (450 MW), Richards Bay (Eskom) power station (3000 MW), Richards Bay Gas to Power Plant 2 (400 MW).
In September 2016, the Environmental Authorization for constructing the proposed Richards Bay Industrial Development Zone Phase IF installation of bulk infrastructure services, Richards Bay, KwaZulu-Natal Province, was granted.
In July 2021, the Public Participation Plan and Approval was published. [4]
In November 2021, Public consultation was conducted and an Application for the proposed plant was submitted.[5]
In June 2022, the Environmental Impact Assessment Report for the Phakwe Richards Bay Gas Power 3 (RB3) was published and the environmental authorisation was granted on 22 November 2022.[6] GroundWorks lodged an appeal against this decision in January 2023 but the appeal was dismissed. The Centre for Environmental Rights (CER) on behalf of groundWork and South Durban Community Environmental Alliance (SDCEA) launched a review application in February 2024.[7] The project has not yet applied for their provisional atmospheric emission license.
