Background on Project

In 2014, China Huadian planned to build a two-unit coal-fired power plant with a total capacity of 2,000 MW in Hunan Province.[1][2]

The plant received a permit for construction in December 2015. It was planned for operation in 2017.[3]

As of 2017 the power station was not under construction, but the project was mentioned in the 13th Energy Five Year Plan (2016-2020) of Hunan province as one that needs to "find a proper time to build" during the period.[4]

Construction began in December 2020, and concrete pouring in March 2021. Operation was planned for 2023.[5][6]

In November 2022, Unit 1 was connected to the grid[7] and on December 17, 2022, it went into operation.[8] By March 2023, Unit was connected to the grid,[9] and in April 2023, it went into operation.[10]

Protests

In September 2014, according to the the US-based Boxun news portal and the Hong Kong-based Information Center for Human Rights and Democracy, thousands of people conducted a sit-in and hunger strike to protest the development of the plant. About 2,000 people protested at the government office of Pingjiang County in Yueyang City, holding banners that read: "Rather starve than be poisoned to death." In the evening, the crowd swelled to about 20,000. The following day, hundreds rallied near the county government building. High school students joined the hunger strike, boycotting classes. Boxun quoted protesters who said that more than 10,000 people had joined the rally. The Center said that thousands of paramilitary police had been deployed in the county. At issue was the concentration of acid rain due to the Pingjiang's foggy valley layout and the large size of the project.[11]
