Background
Polyany coal mine (разрез Поляны) is an operating surface coal mine in Kemerovo Oblast, Russia.[7] The Polyany coal mine is owned by TalTEK. It is located in the area of the former Krasnokamenskaya underground mine, where operations were discontinued in 2006 following an accident. The underground mine was subsequently closed.[7][8]
In 2020 the mine produced 1.463 million tonnes.[9] In the first half of 2022, production reached 0.809 million tonnes.[10]
In December 2021 the Federal Service for Technological Supervision (Rostechnadzor) ordered the coal mine to stop operations for 90 days due to non-compliance with the design parameters, which lead to the formation of a dangerous operating zone.[11]
TalTEK planned to increase the mine's capacity to 2.1 million tonnes per annum over 2018-2020.[12] It appears that the project has been delayed, however a public consultation was announced in June 2022 with the Russian Environmental Impact Assessment (EIA) report published.[13]
In August 2022, the Polyany mine is mentioned as one of the few where the operations were paused as a result of the European sanctions against Russian coal, as the transportation infrastructure to redirect exports to the East is insufficient.[14] In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[15] Given the recent news, the expansion project is considered Shelved.
