Background
In 2020 New Fortress Energy announced plans to construct an LNG-to-power project on Nicaragua's Pacific coast, comprising the Puerto Sandino power station and the adjacent Puerto Sandino FSRU LNG Terminal.[11] The American company NFE Nicaragua Development Partners LLC was to be responsible for construction of the power station at a cost of $700 million.[12] Plans called for the plant be connected to the national electrical network (SIN).[12] Early announcements described the plant as a 300 MW combined cycle plant[11]; however, more recent reports indicate the plant may be powered by seven 44 MW gas turbines in an open cycle configuration.[13][14]
In February 2020, New Fortress Energy signed a 25 year Power Purchase Agreement (PPA) with Nicaraguan electrical distributors.[15] By March 2021, New Fortress Energy reported that the project was under development[16], and in April 2021 the first turbines and electromechanical equipment for the plant arrived at Puerto Sandino.[12][17] In July 2021, New Fortress secured an LNG supply agreement through the end of 2027 for the power station.[18]
The power plant was originally expected to be operational in the second half of 2021[12][19][20], but commissioning has repeatedly been delayed.[21] In October 2021, New Fortress Energy's operations manager in Nicaragua reported that the project was 85% complete and preparing to enter a testing phase.[13][22] However, as of November 2022, New Fortress Energy's most recent filings with the US Securities and Exchange Commission indicated that the project was still under construction[23][24], as did a February 2022 report published by the IEEFA.[25] Meanwhile, a March 2022 Nicaraguan news report indicated that the plant was unlikely to begin operating before the end of 2022, due to a variety of logistical, legal and political complications.[26]
A news article published in the Nicaraguan official news source La Gaceta on September 26, 2023, mentioned that the Puerto Sandino power station should begin operations on June 30, 2024.[27] An October 2023 company update from New Fortress Energy stated that the plant remained scheduled for commissioning in 2024.[28]
