Background

The first two coal-fired units of Qinzhou power station, totaling 1,260 MW, were brought online in 2007. The plant is owned by State Development & Investment Corporation (SDIC).[1][2]

Phase II Expansion

In 2012, SDIC said it planned to add two additional coal-fired units at the plant with a total planned capacity of 2,100 MW. The units are projected to be completed in 2015.[3][4]

The two units were completed by September 2016, along with the Qinzhou Port Coal Terminal at Beibu Gulf Port.[5] [6]

Proposed Phase III Expansion & Relocation

In March 2020, a 2 x 1,000MW coal-fired expansion at the power station was listed as a preliminary project in the Guangxi "Energy Network Infrastructure Plan 2020-2022" (《广西“能源网”基础设施建设大会战实施方案(2020-2022年)》).[7]

In December 2020, one new 660 MW unit was permitted for construction at the power station. Another 660 MW unit was proposed.[8]

The ceremony for construction beginning was held in December 2020, but did not mark the start of actual construction.[9]

The ceremony for the first load of construction was then held December 21, 2021. The ceremony was now for 4 x 660 MW power station phase, even though only one unit was previously permitted for construction. The proposal was relocated to approximately 7 km away from the first and second phases.[10]
