Background
The Ramón Laguna plant, one of Venezuela's oldest, was already operating at less than half capacity in 2013[15] and at only 20% of its capacity by 2016.[16] By 2019 the plant had ceased operating altogether.[17]
The Venezuelan government has conducted repeated official inspections of the Ramón Laguna plant in recent years and touted the plant's eventual return to service[18][19][20], but as of November 2022 it appeared that the power station remained entirely non-operational.[19][21]. In March 2022, a reporter for the news site La Patilla colorfully noted that "Ramón Laguna doesn't even have the operating capacity to charge a cell phone."[21]
