Background

The Rechnoy coal mine (участок Речной) is a proposed coal mine in Kemerovo region, Russia.

It appears that the mine would be developed together with Taldinskaya underground mine section. In 2017 Salek CJSC (a subsidiary of SDS Ugol) won a license to develop the Rechnoy section, which is adjacent to Vostochny coal mine (Salek), also operated by Salek.[2] Salek is owned by SDS UGOL, a subsidiary of Siberian Business Union-Coal.

The Russian Government's 'Programme for Coal Industry Development to 2035', published in June 2020, specifies the planned capacity of the coal mine at 4.25 mtpa.[3] A full range of exploration work has yet to completed at the proposed mine site, according to the Programme.[3]

In 2020, the technical project and the Russian Environmental Impact Assessment (EIA) for Phase 1 of the joint development of Rechnoy and Taldinskaya underground mine sections were put forward for a public consultation.[4][5]

Since then there was no news on the progress of the project.

In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[6]
