Richmond Port

Richmond Port is a major shipping terminal in California's San Francisco Bay. It is the site of the Levin-Richmond Terminal, a currently operating coal and petcoke export facility. Other coal terminals have been proposed at the Richmond Port, but with no news since 2014 and steep local opposition, the plans appear to be cancelled.

The proposed coal expansion at the Richmond Port is one of nine proposed coal terminals in the Pacific Northwest that has been cancelled since 2010.

Coal

The Levin-Richmond Coal Terminal is the only currently operating coal terminal at the Richmond Port. It currently exports around 1 million short tons of coal and petcoke per year.[1] In February 2020, the Richmond City Council passed an ordinance requiring complete phaseout of coal operations at the Richmond Port by 2023. Several companies sued the city in response to the ordinance.[2]

New Coal Terminal Proposals

In 2014, according to Port of Richmond emails, several companies including Manyuan Coal and Next Synergy proposed new coal terminals at Terminal 3 or 4 of the port. These proposals could bring 2 to 6 million additional short tons (approximately 1.8 to 5.4 million metric tonnes) of coal per year through Richmond Port.[3][4]

In May 2015, the Richmond City Council passed a resolution opposing the mining, export, and burning of coal, as well as the transport of coal and petcoke along waterways and through densely populated areas. Oakland and San Francisco passed similar resolutions banning the transport of coal and petcoke in their cities.[5]

As of September 2021, the Levin-Richmond Terminal remains the only operating coal export facility at the Richmond Port. With no news on new proposals since 2014 and steep city council opposition, plans for expanded coal capacity at Richmond Port appear to be cancelled.
