Background

The Ridder power station is located in the city of Ridder and is formerly known as Leninogorsk thermal power plant. The electric and thermal energy generated by the station is used to cover the needs of the town.[3][4]

The power station operates four coal-fired units totalling 59MW in capacity, the units were commissioned between 1958 and 2008.[5] Unit 5 has capacity of 30MW, other units are smaller of 5MW and 12MW.[5] Coal is supplied from Karazhyra coal field.[6] The plant produced 179 million kWh of electricity in 2020.[5]

The power station is owned by Ridder TETS AO, which in turn was owned by Green Energy Q.[5] In January 2023 it was sold to TOO RNGK.[7]In September 2023, the plant's assets were transferred to the municipal KGP Vodokanal of Ridder. This was said to be a temporary phase until the plant is transferred to be owned by the government.[8]

As of October 2021, the residents of Ridder were worried that they would not have adequate heat in the winter as the power station is in disrepair. Modernization was not completed due to lack of funding. During previous winters, residents have used stoves run on coal and firewood and electric heaters to supplement the district heating.[9] The director of the company has released a statement disputing the residents' complains.[10] Again in December 2022, there were references to the power plant not being ready for the winter season with heavily depreciated equipment. One of the boilers had an accident in November 2022 and needed repairs. In November 2022, the President of Kazakhstan ordered the government to consider options to transfer the problematic energy assets to become government property.[11][12] As of April 2023, the owners of the company were seeking to sell it to the municipal government.[13] The power plant has accumulated debts for coal, heavy fuel oil and service organizations.

The station was referred to as 'having risen from the ashes in 2023'. After passing the heating season of 2023/24, a repair project has been formulated and the contractor began work on repairing a section of the circulation water pipeline, the drum-ball mill of the sixth boiler unit and reconstructing the control system of the third boiler unit.[14]

An industry report dated November 2023 referred to the planned retirement of Unit 5 (30MW) by 2030, in line with the government order.[15]
