Background

The Roskovec power station will be Albania's first thermal power plant. This new power plant will allow Albania to significantly reduce electricity imports and manage the country’s growing energy demand with greater efficiency and flexibility. In November 2023, the plant was included into the list of "Power Plants with Preliminary Opinion for Connection to the Transmission System in 2022".[9] The same month, an environmental permit for the construction of the plant was issued.[10]

In November 2023, it was reported that gas company DEPA Commercial was set to acquire a 35% stake in Fier Thermoelectric SA, a company co-founded in September, 2022 by the GEK TERNA group and Albania’s GENER2, for the development of the plant. As part of the agreement, DEPA Commercial signed a long-term agreement for gas supply to the Roskovec power station.[11] In December 2023, the Competition Commission approved the acquisition of joint control of the company FIER Thermoelectric by the companies DEPA Commercial, GEK TERNA and GENER 2.[12][13]

In May 2024, the construction permit was approved.[14]

Environmental concerns

In May 2024, residents of Roskovec filed a criminal complaint with SPAK (Special Structure Against Corruption and Organized Crime in Albania) against Majlinda Bufi, the Mayor of Roskovec Municipality, and her associates. The complaint concerns the approval of the Roskovec thermal power plant in the agricultural areas of Suk, Strum, Velmish, Drenovice, and others. According to the residents, the project is an investment involving certain government officials and was approved through expedited procedures. The power plant is planned to export 90% of its energy to Greece, leaving only 10% for local use. Residents have criticized the decision to construct the facility on 700 hectares of agricultural land, including areas with greenhouses, labeling it an "ecological bomb" due to its potential to harm air, soil, and water quality. Farmers from Roskovec and Dima argue that the project poses a severe threat to their health, livelihoods, and property, as it is expected to devastate fertile farmland and greenhouse operations.[14][15]
