Rudny power station (ТЭЦ АО "ССГПО", Рудненская ТЭЦ) is an operating power station of at least 197-megawatts (MW) in Rudny, Kostanay, Kazakhstan. It is also known as Rudnensk, Rudnenskaya CHP.

Background

The plant is owned by the Sokolov-Sarybai Mining Production Association (SSGPO) JSC - the largest iron ore enterprise in Kazakhstan’s mining industry. It is ultimately owned by the Eurasian Resources Group.[1]

In addition to the Rudny power station, it includes the Sokolovsky, Sarbaisky, Kacharsky and Korzhinkolsky open-pit mines, the Sokolovsky underground mine, the Alekseevsky dolomite mine, ore preparation and processing factories, pelletizing facilities, mining rail and road transport administrations, the machinery and repair plant, the metal rolling plant, and other units and shops.[2]

The Rudny power plant supplies electricity to SSGPO and heat to the town of Rudny. A sixth unit of 63MW was completed at the power station in 2010, and as a result, the power plant meets 70% of the electricity needs of the factory.[3] With all 6 units included the power plant has a total capacity of 267 MW.[4][5] Smaller Units 4 and 5 have 17MW of capacity each.

There is some uncertainty with respect to the individual capacities of the units as the sum of unit capacities based on on available information is 239 MW - below the reported capacity of 267MW.[6][7][8][9][10]

Coal and gas are supplied from Ekibastuz region.[11]

SSGPO's production volumes have decreased significantly in 2022 due to sanctions on Russia, the company was looking for new markets.[12]

Incidents

There have been various incidents at the plant. For example, in December 2016, two women "boiled alive" after a steam pipeline ruptured.[13] The plant is said to be 76% depreciated.[14]

Modernization

In 2019, the first phase of reconstruction of the Rudny power station began, which included planned replacement of Unit 1 in 2022.[7] Upon completion of the work, the available thermal capacity of the plant was expected to increase. Instead of four steam boilers, five may be used in the heat supply of the city and the industrial zone.[7] It is not known whether Unit 1 replacement took place. An industry report from 2023 referred instead to planned retirement of Unit 1 of 58MW by 2030, in line with the government orders.[15]

Over the winter period 2022/2023, the residents experienced 3 heat supply disruptions. The degree of wear-and-tear of the station was reported to be 76%. Repairs of the boiler unit 6 and turbine units 2 and 3 are planned for 2023.[16]

Conversion to gas

As of 2022, the plant ran both coal and natural gas.[11] In 2020 there was a proposal to convert the power station to run entirely on natural gas.[17] A feasibility study was planned to be completed by the end of 2021, with conversions taking place from 2022 through to 2024.[17] As of 2022, there have been no updates on this project and the plans to convert were referred to as a 'possibility' once there is sufficient transmission capacity of the regional gas network, according to the company.[12]

A media source from March 2023 reported that conversion to gas is on hold, mainly due to unavailability of gas. Instead, two out of 6 boilers were being dismantled. Two new boilers and ash collection equipment were planned to be installed in their place. Installation will take place up to 3 years, with the first boiler planned to be commissioned in 2025/2026 and the second by 2028. On the remaining four boilers, the plan is to install ash collection equipment only.[16][18] In August 2023, it was reported that repairs of the existing units were in progress in preparation for the upcoming heating season. Conversion to gas was mentioned.[19]
