Background

The Salmanovskoye (Utrenneye) oil and gas field is one of the largest in the world, holding an estimated 1.43 trillion cubic meters of gas in 2P reserves.[16] The field serves as a resource base for Russia's Arctic LNG 2 Terminal.[17]

In response to Russia's invasion of Ukraine, the Arctic LNG 2 project came under U.S. sanctions in November 2023 and again in May 2024.[18][19] In December 2023, as a result of the sanctions, all foreign investors in the project have suspended participation in the project and declared a force majeure. This included TotalEnergies, Mitsui Group, JOGMEC, China National Petroleum Corporation, and China National Offshore Oil Corp, representing a combined 40% stake in the project.[20] In April 2024, Novatek suspended production at the LNG plant.[21]
