Satpura Thermal Power Station is an operating power station of at least 1330-megawatts (MW) in Sarni, Ghoda Dongri, Betul, Madhya Pradesh, India with multiple units, some of which are not currently operating.

Units 10 and 11 are located adjacent to the east side of the older plant site.
Location of coal handling and ash disposal
A large coal ash disposal site is located about 1 km west of Sarni. A coal handling plant is located northwest of Sarni, between Sarni and the adjacent town of Pathakhera.
Existing power station
The project is owned by M.P. Power Generating Company, which is also known as Madhya Pradesh Power Generating Co. Ltd.[6]
The first five units were retired in 2012 to 2014. The remaining six units add up to 1,330 MW.[7]
Units 10-11
The plant was expanded with the addition of two 250MW units to the existing power station The first unit, Unit 10, was commissioned in March 2013.[8] The second unit, Unit 11, was commissioned in December 2013.[9]
In the MOEF's July 2023 meeting minutes, it was reported that the power project owners had applied for amendments to the EC of Units 10 and 11.[10] According to the August 2023 meeting minutes, the Expert Appraisal Committee had recommended the company's proposed EC amendments on the condition that the power station would improve and maintain a "continuous monitoring system for ambient air quality parameters SOx, NOx and PM" (sulphur oxides, nitrogen oxides, and particulate matter).[11]
Proposed Unit 12 expansion
A terms of reference (the initial step toward an environmental permit) for a proposed Unit 12 of 660MW was granted in May 2013.[12]
On October 7, 2019, M.P. Power Generating Company applied for a new terms of reference for the proposed 660 MW unit 12.[13][14]
In December 2019, the Expert Appraisal Committee reviewed a site visit report (minutes PDF at page 41) and recommended granting Terms of Reference (ToR) in addition to the ToRs prescribed by the site visit sub-committee and standard ToRs.[15][16]
As of June 2022, the unit did not seem permitted and was presumed shelved.[17]
However, the project was submitted for Environmental Clearance on December 15, 2022 (proposal number IA/MP/THE/410823/2022), so it was considered revived.[18]
In April 2023, the project was considered by the Thermal Expert Appraisal Committee (EAC) for approval, but was "deferred" and did not receive environmental clearance.[19][20] In August 2023, the EAC recommended the grant of Environmental Clearance (EC) for the 660 MW expansion Unit 12.[21] The expansion's EC was formally granted in September 2023.[22]
As of January 2024, construction of Unit 12 did not appear to have begun yet. The project was not included in the February 2024 Broad Status report of under-construction thermal power projects.[23] Bidding for the EPC package of Unit 12 opened in early September 2024.[24]
Financing
Units 10-11: It was intended that the project is funded with 80% debt. Power Finance Corporation (PFC) sanction a loan of Rs 1878.20 Crore in March 2008, with additional amount of Rs 422 Crore sanctioned in March 2010.[25] As of 2022, the final project cost outturn was Rs 3514 crore, with PFC loan of Rs 2731 crore.[26] It therefore appeared that additional loan amounts were issued after the initial close.
