Background

Sayano-Partizanskiy Coal Mine (Саяно-Партизанский разрез) is a surface mine in Krasnoyarsk Krai, Russia.[10] The mine is owned and operated by Razrez Sayano-Partizanskiy LLC, which is owned by Russian Coal.[11][12]

Mining commenced in 1991, but because of the unstable economical situation the mine was mothballed and only in 2003 mining operations were resumed.[13]

The Sayano-Partizanskiy coal mine is different from the other mines in the Kansk-Achinsk basin as it produces Bituminous coal while the other mines mostly produce Lignite coal.[13]

The capacity of the mine is 3 million tonnes per annum.[10] Actual production has been lower, 1.3 million tonnes in 2020[14], 1.05 million tonnes over 10 months in 2021[15], 1 million tonnes during 9 months of 2022.[16] Production in the first half of 2023 reached 0.6 million tonnes.[17]

Coal is used domestically but is also exported to the Asian-Pacific markets.[14]
